I'm in need of a tape recorder that plays NLS 4 track tapes. I also would prefer to buy one used since I'm not exactly rolling in cash. Can anyone help me out or offer suggestions as to where I can go to find such a thing?

Well, there are two machines which RNIB sells. They cost between £39 and £45. I had to get a new Sony recorder earlier this year from RNIB and that cost me about £42 including delivery, but it's really worth the money. It is extremely portable, good quality, flexible and adjustable all-in-one, with a built-in microphone and you can plug it in to the mains. It also has a wrist strap.
